State officials have released step-by-step instructions on how to apply for licenses for marijuana-related businesses and events.

Michigan’s Marijuana Regulatory Agency will begin accepting applications on Nov. 1.

The applications cover businesses from marijuana growers, to retailers, to “consumption establishments”, as well as licenses for “marijuana event organizers” and “temporary marijuana event.”

Prospective licensees can visit Michigan.gov/MRA and click on the Adult-Use Marijuana link to see the information, including:

  • An overview of the licensing process;
  • Step one and step two applications for new applicants and existing medical marijuana facility licensees;
  • Detailed step-by-step instructions for the online applications;
  • Instructions for new applicants and existing marijuana facility licensees for each license type;
  • Application checklists;
  • Detailed paper instruction booklet including step-by-step instructions for paper applications.

While the MRA will accept paper applications, the agency is recommending applicants use the online application to speed processing.

On Nov. 1, the MRA will start its two-step application process, which includes prequalification and establishment licensing

Prequalification includes background checks on the applicants, and a $6,000 nonrefundable application fee for the main applicant. The fee is paid after all supplemental applications have been submitted.

Once an applicant has achieved prequalification, the next step is establishment licensing, in which the MRA will vet the proposed business. That includes business specifications, proof of financial responsibility, information on local regulations, employee information and fire inspection if the license involves a physical establishment.

After establishment licensing is completed, an applicant will be required to pay an initial licensure fee for each license.

There are 17 potential reasons for license denial. Among those reasons: Failing prelicensure inspection, submitting an application with false information and applicants failed the background check.
